We posted about this when it happened, and at the time it was already clear that the original ICE account didn’t hold up and now the official record is catching up. We’re glad that video evidence has come out to shine light on what really happened, because that footage has now directly contradicted the narrative ICE and Department of Homeland Security (DHS) initially put forward. 

In mid-January, during a federal immigration enforcement operation in Minneapolis an ICE agent shot and injured a Venezuelan man, Julio Cesar Sosa-Celis. Initial statements from DHS and ICE described the encounter as violent and claimed the man and others attacked officers with a snow shovel and broom handle, justifying the shooting as self-defense. Prosecutors even filed felony assault charges against Sosa-Celis and another man based on that narrative. 

However, newly reviewed video footage and evidence failed to support those claims. A joint review by immigration officials and the U.S. Department of Justice found that two ICE officers’ sworn testimony was “materially inconsistent” with what the available evidence showed. As a result, federal prosecutors moved to dismiss all charges with prejudice, meaning the government cannot refile the same charges against the men. 

In addition to the dropped charges, Acting ICE Director Todd Lyons and other federal officials acknowledged that the officers made “untruthful statements under oath.” Those officers have been placed on administrative leave and are now the focus of a criminal perjury investigation by the Justice Department, which could lead to termination and prosecution.

This reversal from declaring an “attempted murder” of federal officers to acknowledging false testimony shows the growing concerns about how some law enforcement narratives(lies) have been used to justify aggressive actions. In several recent federal immigration enforcement incidents in Minneapolis, video evidence has contradicted official accounts, raising serious questions about the credibility of claims that have real life-altering consequences for the people involved.

We are posting this to bring attention to the lies spread by DHS and want to see these officers face criminal charges. These officers should be facing potential charges that match the seriousness of what happened not just perjury. If investigators confirm they lied and used unjustified force, that could include perjury for false sworn statements, making false statements or obstruction of justice for misleading investigators, assault or battery, and evidence tampering if any reports or footage were altered or withheld. At a minimum, a full criminal review is warranted so the charges reflect the actual harm done and the impact on public trust.
