“This is the perspective of a former homicide detective and retired lieutenant. Police are responsible for each round they discharge. Even if you buy the first round was justified, and this is a big if, the next two were as the car passes and is no longer a threat. This is a murder and the video and autopsy alone are enough. They need a grand jury and they need to subpoena all cell records for everyone there. The DOJ says no charges. They now can’t block records because of an “open investigation”. The narrative on this needs to change. Parsing each shot fired matters. The argument that is was a split second decision fails when you see there was a slight pause between the first round and the final two, and most likely fatal rounds.”

They also add that in Minnesota there is a statutory duty to render aid to someone that you have shot, which Ross did not do, which can be another ground for indictment.
