A major victory. A federal judge has ruled that ICE must stop targeting peaceful protesters and legal observers who are not suspected of any crimes. The order prohibits retaliation, arrests without probable cause, the use of pepper spray or crowd-control weapons, and vehicle stops made without reasonable suspicion. It also makes clear that simply monitoring or following ICE from a safe distance does not justify a stop or detention.
