A federal judge rejected an effort by two members of Congress to appoint an independent monitor to oversee the Justice Department’s compliance with a law requiring the release of records related to Jeffrey Epstein. U.S. District Judge Paul A. Engelmayer said the court does not have the authority to supervise how the Justice Department carries out its obligations under the law.
