A federal judge in Texas issued a temporary restraining order blocking the Trump administration from using a rarely invoked wartime law to deport Venezuelan migrants held in the state to El Salvador. The American Civil Liberties Union filed the request two days after the Supreme Court ruled that challenges to the administration’s use of the Alien Enemies Act must be brought where the migrants are detained.
