The following day, the City of Portland and State of Oregon filed a motion for a temporary restraining order, asking the judge to pause the deployment plans while the case is litigated.
Judge Karin Immergut is presiding after Judge Michael Simon recused himself due to a potential conflict of interest. The main legal questions are whether the president properly used Title 10 to federalize National Guard troops, and whether the court or plaintiffs have standing to intervene.
