The Government Accountability Office (GAO) ruled that the Trump administration broke the law when it blocked three categories of grants overseen by the Federal Emergency Management Agency (FEMA). According to the GAO, FEMA’s decision violated the Impoundment Control Act (ICA), which governs when and how an administration may delay or withhold funds already approved by Congress. The watchdog’s report specifically criticized FEMA for halting money from the Emergency Food and Shelter Program, the Shelter and Services Program, and the Next Generation Warning System Grant Program.
