The caption twisted the movie’s famous line into “I love the smell of deportations in the morning,” and warned that “Chicago [is] about to find out why it’s called the Department of WAR.” The meaning was clear: Trump was signaling that he sees immigration enforcement and federal crackdowns on Chicago as a kind of war, tying it to his push to rebrand the Pentagon as the Department of War. While he later told reporters “We’re not going to war, we’re going to clean up our cities,” the imagery and rhetoric evoked militarism and intimidation, leaving many to see it as a disturbing threat against an American city. And yet, there is also an oath Americans take seriously an obligation to protect our country from all threats, both foreign and domestic.
