When a president decides to disregard the will of the American people, you’re right, that’s the mark of authoritarian rule. The White House has notified Congress that it plans to cancel $4.9 billion in foreign aid funding that lawmakers had already approved, doing so without their consent. This escalation in the long-running battle between Trump and Congress over control of spending quickly drew criticism, including from the top Republican on the Appropriations Committee. Senator Susan Collins of Maine denounced the move as unlawful, saying that any attempt to rescind funds already appropriated by Congress without its approval is a direct violation of the law.
