The decision permits a key part of Trump’s broader push to tighten control over the federal workforce to advance while legal challenges continue. The court acknowledged that agencies had previously been told to hold off on terminating any union agreements until the litigation is resolved, but also stated that Trump now has the discretion to enforce the order.
