For the third time, the Government Accountability Office has told Congress that the Trump administration unlawfully withheld funds. How many times does it need to happen before Congress actually does something?
This time, it’s about Head Start, the federal preschool program that serves low-income children. According to a new report released Wednesday, the GAO found the administration violated the Impoundment Control Act by holding back over $825 million in congressionally approved funding. Between January 20 and April 15, the Department of Health and Human Services distributed only 65% of what it had during the same period last year.
That’s hundreds of millions taken from early childhood education programs, for the country’s most vulnerable families, in defiance of the law.
