DOGE employees at Office of Personnel Management (OPM) issued new guidance urging federal agencies to give fewer employees “above average” or “outstanding” performance reviews, while simultaneously calling for faster disciplinary action and terminations. This isn’t about improving accountability. It’s about making it easier to fire people.

By artificially lowering performance ratings across the board, agencies can more easily justify removals. It sets a trap turn yesterday’s “high performer” into today’s “underperformer,” and suddenly, long-serving public servants find themselves on shaky ground. With fewer protections and harsher reviews, workers become more disposable, more silent, and easier to replace. This is about control, not efficiency.
