In a court filing, Citibank disclosed that it had been directed by the FBI to freeze the bank accounts of these groups. The reason? The FBI claims these organizations are involved in “possible criminal violations,” including “conspiracy to defraud the United States.” Among the nonprofits being targeted are the Appalachian Community Capital Corporation, the Coalition for Green Capital, and the DC Green Bank.
